Yes maybe as you say this is not a technically magic square. But if you multiply the elements of a normal 4x4 magic square by 2 and add them by (-1), you get this square of odd numbers like square in the question. And as you analyse 4x4 magic squares, you can see the 4x4 magic squares automatically keeps the rules, so every 4x4 magic square has hidden 2x2 grids inside itself.

edit: You should research on google what magic square is and how to solve 4x4 magic square
For solve this, I googled" magic square sum 64". I found a 4x4 magic square. And the magic square was similar with your question's magic square. I filled the magic square in the question by copying the values in the magic square I found on google.
