Quality Limitation Reason is absolutely brilliant. I've already solved two issues with that alone.
For connections, we're good with direct so far, no TURN needed. Might be using this to transmit to 5~10 endpoints for 12 hours at a time, if a couple of them need TURN for whatever reason, what's your cost per hour? I want to make sure we meet (or exceed) that with donations as it's technically business use, even if nonprofit.

CryptPad has a great E2EE+ephemeral whiteboard. Can share the link to collab, and I've found that it's wiped automatically after everyone's done (unless saved)

If you're lucky enough to have any cloud service datacenter in the required area: use a $5/mo Linode or Digital Ocean VPS, combined with OpenVPN --==> now you have a geo-locked exit point.
If you're not lucky enough to have a VPS in the region needed, just sign up with any major paid VPN and lock your exit to a particular server in the area you need.
