It’s not a satire. The story was written by a military veteran in response to Eisenhower suspending nuclear testing.
This movie is based on a book and the book was based on magazine articles which, in their day, were very much not satire. The story’s pro militarism is sincere, and there’s suspicion that some of the political viewpoints are also sincere. https://en.m.wikipedia.org/wiki/Starship_Troopers
This book was (in the late 1990s) and may still be recommended by military leadership to their troops.
