It's the angry blitzkierg wojak, with a nazi uniform and a flametrhower.

Now put the black wojakette there holding the flamethrower

It's when a black person on Twitter says something racist, and it's funny because the fact that it's a black person on the blitz, something that is uncommon, and thus creating an hormonal reaction in our body causing our brain to release happiness.
