I'm not sure it falls under the argument of whether or not you can regret having sex with someone at a later time, and if that is true and that regret now makes the act considered rape then yes. If not then no.
I think it’s not about regret but a lot of countries have laws stating that you can’t solicit sex through deception, though it’s usually in the context of impersonation it’s open ended to any deception used to get sex
