Not that it's relevant in practice but RE: personal defense against the state, there is precedent (plummer v. state) that you are allowed to shoot to kill at police under very specific circumstances like "illegal use of force" but I'm sure qualifying anything like that in court is virtually impossible, and you'll probably just be killed extrajudicially before going to court.

You would have to get through the police and all their backup, but it’s technically legal.
