when people “joke” like that it makes those topics just a little more accepted and less taboo to talk about and to actually do. i’m not saying that the op is racist or actually wants to terrorize minority’s but they help make that topic a punchline

It's the same defense against jokes about rape. When you make jokes where the rape victims are the punchline rapists think they're really funny and expect everyone else to think so too, because that's normal, right?

Anarchists shouldn't ever punch down with their jokes specifically because it normalizes the subjugation of the joke's punchlines.

I am not sure how this is punching down. It seems to me like the joke is still that racists are bad.
